The New York State Early Childhood Advisory Council and the New York Early Childhood Professional Development Institute are pleased to announce the release of the results of the first-ever comparative analysis of performance data on programs participating in QUALITYstarsNY, New York State’s early childhood quality rating and improvement system.
The goal of the recruitment project was to recruit suitable applicants for the 2012-2014 implementation of QUALITYstarsNY. Early care and education programs were recruited and selected primarily from communities within and around Persistently Low Achieving (PLA) public schools. The New York City Early Childhood Professional Development Institute (PDI), the Early Care & Learning Council (Council), and seven recruitment agencies across the state collaborated to recruit a minimum of 300 early care and education programs across the state.

This report presents the findings from the evaluation of QUALITYstarsNY Readiness project. The project was implemented by the Early Care & Learning Council between August 2011 and June 2012 with a follow-up phase in October of 2012.
A Field Test of the QUALITYstarsNY Standards was conducted in 2010, with funding from the American Recovery and Reinvestment Act (ARRA), under the auspices of OCFS and with funding from various private funders. Click the link below to view the executive summary, full report and appendices.
